The elections of the Provincial Assemblies were held in 1937, when the Government of India Act had come into force. The Muslim League had severely criticized and condemned the new Constitution and had remarked that it was not acceptable to the Indian people. However, League accepted it for the time being and held that the Indian People should get the maximum possible benefit out of it. It was under this conviction that League decided to take part in the elections. It thought that the elected representatives could bring about constitutional changes through constitutional means. Towards the end of 1936 Muslim League in its election manifesto had emphasized the following two principles on which its representatives would work in the Assemblies.
That the present provincial constitution and proposed central constitution should be replaced immediately by democratic full self-government; and that in the meantime, representatives of Muslim league in the various Legislatures will utilize the Legislatures in order to extract the maximum benefit out of the Constitution for the uplift of the people in the various spheres of national life". In fact, Muslim League wanted to pave the way for the establishment of a complete responsible Government in India. League also announced that "there would be free cooperation with any group or groups whose aims and ideals are approximately the same as those of the League party".
