How Is The Best Way To Make Paper Masha Glue?

When I was young we always used regular flour mixed with water until it was quite runny. We used an egg beater to get the lumps out. For my sister's kids, she uses a white school glue like Elmer's Glue, and adds water to it. It should be thin and watery. You dip the paper strip into the glue very quickly and put it on the item you are building. The Elmer's glue takes less time to dry, but they both work for the right kind of hardness after the drying is completed.
