Is There A Veterinary Doctor Who Knows About Cane Rats?
I really want to know whether we have a veterinary doctor who is specialised in treating and caring for cane rats (i.e thryonomys swinderanius) in any part of this world.

I am not aware of anyone who specializes in cane rats specifically. There are veterinarians who see exotic pets likes rats and prairie dogs. Some veterinarians do further training after veterinary school to become certified in exotic animals and zoo medicine. Finding one of these doctors would be helpful. I would suggest calling the nearest veterinary school to see if they have an exotics clinician or where the nearest exotics vet is located.
