Why Wont Articuno Stop Moving?

When you change the city or route that you are on the will usually change their position, so in order to encounter them you just need to get lucky and have them change to a position that is near you.    And just another tip if you damage them they are still hurt the next time you battle so battle them give them a special condition like sleep or paralization.
