G&M Oil is probably a local owner that has a few Chevron stations, and doubtful they have a CEO. You could check the State Department of Corporations or your local County Records for the owner's names. But you may be on the right track if you contact Chevron. Send Chevron a letter addressed to their CEO and you MAY get a response. A friend of mine did, and they got back to him and corrected the problem he had on a statement. They say it's lonely at the top, and if nobody lets them know their stations are being mismanaged, they'll never know!
