Yes, but it doesn't need to be a tornado. Any electrical storm can pass electricity to someone in the house, particularly if they are next to a window, or on the phone, or using water or any electrical device, including computers. Probably several other ways too. Pay no attention to Holly27. Thmpsm had the right answer, and provided the source.
