I would think the Human Resource department or the Office Services department. Depending on how large the company is, they should have either department.

The obvious answer is EVERYONE IS, and that would be true, but you probably mean who should you report something to? If you have a complaint about your seat and desk height, it might be solved by simply asking your supervisor to help. If not, do you have a safety team or safety officer? Who does the OSHA reports? That person should know. And Mitch052 has the right idea as well.
