When God assigned Moses to fearlessly go to Pharaoh and demand freedom for the Jewish slaves whom God called "His own people" from Egypt, He told Moses that He would tell Moses what to say at all times to Pharaoh. Moses did not feel eloquent enough to speak to Pharaoh so God named Moses' brother, Aaron, to go with Moses because Aaron could speak eloquently. God even told Moses, "I make you as God to Pharaoh and Aaron shall be your prophet (spokesman)."
God then told Moses and Aaron that He would make the King of Egypt unwilling to let the slaves have freedom, that this meant that He would "harden" Pharaoh's heart. God said that the reason He would do that so that He could prove by the miracles that were to come, that the God of Israel was more powerful than any god on whom Pharaoh depended.
God said that after Pharaoh would not listen, that His signs and wonders would make sure that His people would be set free.
