She is bad, i believe. She's the one who casts a spell of eternal winter over narnia, so I would assume she either loves snow or is evil.

She is the villain of the story, though quite humanized. Meaning that her story is explained so that we become sympathetic. She is the White Witch because she wears white and and has created a permanent winter climate in Narnia.
