Okay. So he always looks at me. And he comments on my pictures; and he is always nice to me; talks to me on aim; and when he was sleeping over he slept in the living room with me&my friends; and not in the tent with my brother; BUT we were supposed to go camping and he has no ride.. And when I asked him if we could take him.. He said.. ' it's okay ' D: So I don't know? Is he shy? And we talk about what we like in a guy/girl to each other; and we talk about hot celebrities?

From what you are saying its sounds like he definitely likes you. If he didn't like you he wouldn't hang around you and he certainly wouldn't compliment you. So yes, yes he likes you. He is probably shy and by saying, "it's okay"...he was probably fishing for your positive reinforcement. Compliment him back, get to know each other better and go from there. :)
