I bought mine through my internet service provider. You type in the name of the website address you want and typically it will give you a choice of .com .org .org.uk etc if it is not a popular name. If the name is popular you might find that they are all taken including .net .biz .info.
If your ISP doesn't sell web site addresses you could search Google as lots of people sell websites. Once you have bought a website address for a year (typically £8 -£15 + VAt) you need to buy server space as well. If you go through your ISP they will be able to do this for around £25 - £30 per year. If you want an email the same as your web address this is an extra £20ish per year. The web address or domain name is registered with a central organisation and you get a letter and first chance to renew it for the next year.
Once you have your domain name and webspace you need a programme to design a website in HTML. Many are free but Dreamweaver is the best but costs £300.
