Is It True What Some Say That Cats And Dogs Cannot See Television? (Mine Seem To)

I think that they can see the TV. Why else would they bark at Animal Planet??

No doubt. In color one of my dogs barks and tries to bite the TV every time an animal shows up on the screen. But my second dog shows no ability to see TV.

It's been said that animals cannot see 2 Dimensional objects such as photos. I believe that if the 2D image is moving , the rules change. They might not know what it is they are watching though!
