No, its not wrong to have a relationship with a person who is from another race. Its a misconception that Scripture says anything against it. The part of the scriptures which talks about discretion in marriage had nothing to do with Race but rather the believers and the heathen.

The very concept of "race" as we know it did not even exist in those days. Their thinking back then was much simpler.. There were "Us" (usually meaning your village or tribe) and "others".
Racial classification as a concept did not even come into being until the 17th and 18th centuries.
Thus, there is no bliblical authority even for the concept of race.. Let alone laws governing it. The Bible is concerned with one race... Human.
