    Specifications, as opposed to goals, are specific parameters, tools, or products used to accomplish a designated aim.  Goals are the designated aim. Many times, however, if the specifications are to rigid, or utilize proprietary products, the cost (in money or resources) makes the accomplishment of the goal prohibitive.
