There are a number of steps that can be taken to reduce risks in emergency medicine. First of all there must be backups for everything. Like doctors, medicines, electricity etc. So that failure of the first option can lead to a back up facility. Then, the risks of deaths can be reduced by specific installations at the entrance of the emergency which would help in first aid for the patient.
