Short answer is you can't. Chances are if you take a good look at your body naked in a full length mirror, you will see your equipment is probably quite proportional for your body. The good thing is that flaccid size is no indicator of erect size. Usually the smaller ones grow more and bigger. You can try wearing smaller underwear to give the appearance of more (low rise or briefs). You can also trim down your pubes to make things look bigger.
I know you don't want to hear this, but at 17 you have to start to come to terms with how you look and accept it. If you don't it can really affect a lot of other things. Don't let an unfounded fear of rejection keep you from being in a locker room, or dating.
