    When in a country the planners formulate an economic plan, they have to assume that the demand for manpower must be equal to supply of manpower. To attain a particular growth rate of the economy, there is need for the trained manpower like technicians, engineers, scientist, doctor, economists and accountants. If the supply of these personnel is not forthcoming, the plan targets cannot be realized.

    To remove their shortages, a country can depend upon their imports. But their imports may create so many problems like increasing the burden of foreign payments etc. therefore; the planners will have to plan in such a way that the supply of trained manpower could be argument to be matched with the demand for trained manpower during the plan period. To enhance the supply of manpower, the planners can suggest for opening of vocational and technical institutes etc.

    It can opt for checking the brain drain and encourage the repatriation of nationals working abroad. The planners can make manpower planning in such away that unskilled labor could be canalized in acquiring certain skill. Thus to match the supply and demand for manpower it can raise the supply of manpower. Accordingly, the plan consistency requires that there must be a balance in between supply of manpower and demand for manpower.
