    No, the lien holder actually holds the title until the vehicle is paid in full. You may have a title with a lien listed on it and once it has been repossessed, the owner is the lien holder and can re-assign the tittle to a new buyer.

      Once the vehicle has been repo'd the lien holder can get a new title from D.M.V. Usually within 48 hours.
