Should You Wear The Same Make Up In Summer And Winter?

As a rule you should perhaps think about switching to a lighter shade of foundation in winter, because during the summer our skin does pick up a slight tan and so using the same foundation may make your face look a little too dark for winter (and a dark face with white neck is quite unappealing).
Lipstick can be kept the same, but if you are thinking about evening make up, then during winter you can afford to go for slightly more dramatic eye make up, because the light is artificial and heavy eye make up looks somewhat strange in the summer, but can be very flattering in winter and particularly in artificial light.   
The same blusher can be used during both summer and winter, because it can help give the cheeks a slight 'sunkissed' look and this can be quite cheery for the soul during the long months of winter.  

Depends on the situation. But maybe lighter on summer time :)
