It is not considered to be cruel to keep a dog in a crate but that all depends upon how long you intend to leave them in there for. If you are travelling then a crate can come in extremely handy for keeping the dog under control. Similarly, if you want to go out for a couple of hours then a dog can easily be left in a crate for that period of time. Some owners even keep their dogs in a crate overnight and that is also fine. However you have to make sure that the crate is big enough for the dog to stand up and move around in it.
It is only cruel to keep a dog in a crate if you are leaving them for long periods of time and if you are not planning on putting them in a big enough crate. All crates should be measure so that you know your dog will be comfortable in there and you should let them out as soon as possible as no matter how long you keep the dog in a crate; it is still not really fair on the dog.
