The pigments that cause skin tone can be variably distributed about the body. At its most extreme, this is the basic problem causing vitiligo (the patchy skin colour complaint that the singer Michael Jackson claims to suffer from).

If your child really just has a darker neck than the rest of him, then so be it. It's the way his skin is meant to be. Maybe one day he'll notice and mind it, but otherwise, it's not important, is it? I think you need to lead the way by having the attitude that he's perfect the way he is, not that a bit of variable skin colour matters in the slightest. So that if he himself ever notices or cares, you can speak with conviction in telling him that it doesn't matter.

Tell him that God made him extremely good looking, but decided this was unfair on everyone else so had to tweak the neck just a bit to keep from being too perfect.
