GO to their profile page, or to an answer of theirs. In the right hand corner of their profile page, there is an option to "add as friend". Click it. The person will see your request when they are logged on and make the decision to accept or not.

On the person that you want to be friends with, you look right there just to the right of their avatar and you will see, "add as friend", then all you have to do is wait for them to accept or deny you. Hope this helps.
