From someone who actually plays the game, I'm going to make a few corrections. A new version of the game is released every 3 weeks or so, with a new patch to the game, to fix mistakes, and to add new features. The new versions that you speak of are the expansions, which there is only one of so far, but another will be out soon. And, there is a $15 monthly fee to have an active account in World of Warcraft.

World of Warcraft : BlizzCon '09: Cataclysm Official

Some quick facts:

The Horde will be getting the Goblin Race and the Alliance will have the Worgen on their side.
There is a new Profession: Archeology.
The level cap will be raised to 85 and the old world of Azeroth will be getting a face lift of destruction.
Cataclysm is scheduled for release sometime in 2010 as mentioned by CEO Mike Morheim.
