How Can I Find Out If Anyone Has Done A State Or Federal Background Check On Me?

It is a matter of trust

If you applied for a position with state or fed govt they probably did.
For federal: If you were a person that was checked out as part of an investigation or something, they aren't required to notify you. HOWEVER, the db system absolutely prohibits the investigators from "browsing" people's backgrounds. So they do have to have a reason. This is why a state dept contractor was recently fired for "browsing" Obama's and some other people's background (travel history etc) without a compelling reason.
For state: Depends on state law.

I just want to know whether or not I have been background searched by anyone including federal agencies. Is there any place i can go to get this info. I don't mind being searched when required. But is there a paper trail
    thanks

Okay, I understand. If the state or fed govt ran the checks, you can find that out using the Freedom of Information Act. You have to contact the individual agencies... I am not sure if every agency keeps record of every single bg check they run. The good news is you would usually know with some certainty when they run it - i.e. You are applying for a job or are suspected of criminal activity. The grey area is when a private individual runs a background check on you using a commercial database or a private investigator. Those, as far as I know, are unofficial and NOT trackable. You COULD contact one of the major commercial "background check" services and see what their procedures are for disclosing to a person how often their record has been checked, although they are unlikely to tell you who checked it. If you are worried about some person (e.g. Girlfriend's relatives, annoying boss, neighbor) who pretty much should keep their nose out of your business but may have done a bg check on you...they are 99% likely to have used one of these databases (which are not really reliable)

One more note: Govt agencies' background checks are multifaceted - in addition to the database check for criminal record, travel, etc - they usually involve in-person investigations. Those "full" bg checks are very expensive to run and you would 100% know they are doing one b/c they'd be calling your friends, etc.

I am not sure you can.  However, when someone does do a background check or pull up your public records they do have to sign a paper and reason why most of the time.  I don't know however if you can get those records or not.  I would maybe call your local district court or an attorneys office and ask them.
