    I believe that what this question is asking you is basically How much were the Scandinavian ideals, philosophies and beliefs absorbed into the culture of those parts of England that were under Viking rule?

      I think it means that you have to interpret how much influence the Viking settlement had on the indiginous population of the areas they settled in.
      You can look at Viking /Scandinavian influences through place names and the effect the Viking settlement had on material culture as in art work and farming, landuse and settlement.
      For example in the Isle of Mann Scandinavian names replaced the earlier names and show that Norse influences were widespread by their stamp on the landscape. You'd also have to look at the indiginous population and see how much they were influenced or displaced by the Viking settlement.
