How To Format A New External Hard Drive And The Format Fails?
Every time I try to use the new drive my computer locks up.

Please provide a little more info. Is it USB connect? Does it hang during Boot or when accessing? Did it ever work? What operating system? New external harddrives should not require formatting. If the drive is a Maxtor, I have found them to be unreliable. Two out of two failed after a few hours use. A call the Maxtor Tech led to a solution of "Reformat the Drive". Not comforting if it was your only backup.
