The landlord is suppose to freshen up your apartment every 5 years unless there is some unforseen damage to the apartment. This would be something like a flood or fire. The damage would have to be caused by something other than regular wear and tear

The landlord is supposed to re-paint the house when it is required in about 2 years period. But you should also check with the terms and conditions of the agreement.

Unless your city/town/county has a specific law stating how often a landlord has to paint, it is up to their discretion. Most landlords would be glad to have the tenant paint while they provide the materials. If that is not something you would be willing to do, ask how long you will have to wait.
