This really depends what type of icon you want to change?
Desktop icons such as Shortcut icons (the ones with the arrow in the bottom left corner) can be changed by clicking right mouse button on the icon. Then click the Properties. Then click Summary tab. Then click Change Icon. From here you can pick other icons available on the computer.
Or you can make your own from this free icon editor.
