No. But only if you dont keep it clean. Un-circumstised penis takes a bit longer to clean properly and is more prone to infection as it has something covering the glanis, (end of penis). Without the foreskin, a circumstised penis will have a bit less feeling also that an uncercumstised penis, but the overall difference is very small.
