The word 'starf' is used as a variant of the word 'starve' that conveys the idea of suffering or sometimes of death because of lack or unavailability of food.
Though this variant of starve can be found in some dictionaries, it is hardly being used these days and the more popular term that you can use to convey the same idea is starved. This word is used to say that somebody is not having something that is important.
The word 'starve' has not only its variants but it is being used as a part of many idioms and phrases also. The idiom 'starving for something' conveys the idea of feeling very hungry and the phrasal verb 'starve somebody of something' says about not providing something that is needed by the person.
