A person who can feel empathy is a person who's gone through the same thing the other person has gone through. I would think the proper response would be " I know what you're going through" and offer experiences what you went through and how you dealt with the situation.

As a graduate with a psychology degree I would have to say that we really truly never know what someone is feeling even if we have been through a similar situation. So to say to someone "I know how you feel" when you want to convey empathy is not the best response. A better response might be "I understand you are sad right now" or "I am sorry that you have to go through this". Hope this helps!
