It's an alternative history, where Germany and the Axis won World War II with their Japanese allies. The novel is set in 1962 in the USA, 20 years after the war ended.
In this alternative Universe the USA entered the war, but late and with inadequate resources. they were crushed by their enemies because the American economy had never recovered following the onset of the Great Depression.
The Germans have taken over all of Europe and Africa (where they have perpetuated mass genocide). The Italians have power over the Middle East, but are effectively side-lined from global power. The Japanese have the Pacific Theatre, but are hugely behind the German technological capability; the Germans are busy developing a programme to populate other planets. The USA is divided into the East coast (German-run), the West Coast (Japanese run) and a neutral buffer zone inbetween.
The main characters in the book are
* Frank Frink, an American Jew living undiscovered on the West coast,
* Frank's ex-wife, Juliana, living in the neutral zone in Colorado,
* Robert Childan, an Anglo west-coast dealer in American memorabilia -- which the Japanese love, and
* Mr. Tagomi, a Japanese administrator in San Francisco.
Tagomi receives information about a plot by the Germans to start a nuclear war against Japan. In the wake of this, he makes sure that Frank Frink, arrested for being Jewish, goes free.
Childan is caught up in the dark art of making money from his Japanese customers.
Juliana foils a plot to kill the author of a book, about a parallel universe where the Allies won the war and the Germans and Japanese lost.
The book made sense in its time, but is funny to read now, given how technology really moved on, how important Middle Eastern oil is, how technologically advanced Japan is, etc.
