In Catholic Prayers, What Is 'Indulgence'?

In my Prayer Book, lots of the prayers say '7 years indulgence' or something like that.I was wondering what it means.

If I remember rightly it means favours asked for, through prayer; plenary indulgences.

Well, this is an are of challenge for me.
Here's an example, I'm  shopping for food, and I have a budget of say $25 indulgence is going for the Oreos cause I feel like it, even though it's Not on my list, it's Not a reward, and it is outside of my $25 limit.

So Indulgence to me is doing something for myself Outside of what God has blessed me with, just cause I feel like it.
