I Have A Stain On My Shirt. I Do Not Know What The Substance Is. How Can I Get Rid Of It?

My stain is dried up. It gathers the material. When I soaked it in borax it turned into a gluey moist substance. However when I put stain remover on it and washed it in the washing machine I still couldn't get it off my shirt. The substance dried up again onto my shirt. Maybe it is glue? How can I get this off?

I asked the dry cleaner and they told me the substance is glue. There is no way of getting it out. I tried WD40 and it turns gluey again but it doesn't come out. Thanks any way.
