To become 'Capped' in rugby, or indeed in any sport, you have to be chosen to play for your country.  Every time you are picked to be in the National Team you receive a 'Cap' to commemorate the event.  No quick way to increase the number of caps except by playing well for your local team and outstanding sportsmanship.
