The Virginia state minimum wage law does not contain current dollar minimum rates. Instead the state adopts Federal minimum wage rate by reference.
The minimum rate per hour is $5.85.

$5.85 but goes to $6.55 on 2008/07/24 and $7.25 on 2009/07/24. This rate is applicable to businesses with 4 or more employees.

It seems like every law has these type of loopholes. That's why attorneys make their bucks. Sometimes wish I had gone in that profession but then again, I don't think I could manipulate the truth the way they sometimes do.
