Most public libraries such as the British library, Boston Public Library and the New York Public Library have extensive records dating back several decades of various publications. Usually every major city has its own public libraries that maintain records of major newspapers published. The British library has an online database as well, which is easily accessible over the Internet.
If a particular newspaper which may be regional in nature and away from the mainstream is sought, an ideal place to look for records will be the database available with the newspapers office itself, and in case the paper is out of circulation, with the public library of the particular city where the news paper was published.
