Every three weeks is fine, but if they are coming every three weeks like clock work, then they are considered regular. They are only considered irregular if they don't come on schedule. (Ex: one cycle lasts four weeks, the next is three, then the following is six.) So yes, it's ok. If you are trying to have a baby though, I would talk to your dr, just to make sure your luteal phase (the time between ovulation and your period) is long enough.
