Legalism is a pejorative term which is referring to an improper fixation on the codes of conduct implying an allegation of misguided rigor, pride, the neglect of mercy, and the ignorance of grace of God.
It is alleged against a view that law, is the pre eminent principle of redemption. The opposite error is antinomianism, which is alleged against the views that the moral laws are not binding.
