    Rather than just one, South Africa has three capital cities.  Bloemfontein, also called the 'City of Roses', is both the capital of the Free State province and the capital of the judiciary system, Cape Town, situated at the northern end of the Cape peninsula in the Western Cape province, is the legislative capital and Pretoria, located in the northern part of the Gauteng province,  is the administrative capital of South Africa.  According to a 2005 BBC report, South Africa is planning to rename the legislative capital, Pretoria.  Pretoria, named after Adries Pretorius; a hero of the Afrikaner group who set up apartheid, will be changed to Tshwane, a name which means 'We are the same'.  If approved, the city centre, however, will still be called Pretoria.  Operating under a Westminister-inspired parliamentry system, the president of South Africa acts as both the Head of State and the Head of Government.
