How Do I Remove Red Wine Stains From A Black And White Photograph?
The stains are old and the photograph is on fibre based paper.

I would suggest copying the photograph and reprinting it. I would think that any stain removal procedure would damage the photographic paper, the silver halide image or both. If you do try to re-photograph the picture, you might try shooting through a red or reddish brown filter to eliminate the stain.
