The Sino-Indian conflict, which started on October 10, 1962, has never been declared a war officially,in the sense that neither army used its air force or bombed civilian areas. It was more aimed at each side trying to stake claim to disputed territory, and the Chinese managed to capture two such areas before declaring a unilateral ceasefire on November 20, 1962, and then withdrawing.
The war was the biggest conflict at such high altitudes, with fighting raging at heights of 4267 meters. While relations between the two countries were generally cordial during the first few years of Indian independence, the two countries got involved in small military incidents right from the beginning of 1962.
To answer your question, the Prime Minister of India during the Sino-Indian conflict was V.K. Krishna Menon. In the aftermath of the war, which was seen as a Chinese victory, the defence minister had to resign.
