I Have A 4 Month Old Puppy Who Is Unusually Unresponsive, He Has A Slight Fever, A Dry Nose, And Can't Keep His Balance When He Stands. What Should I Do?

He needs to be taken to the vet straight away because he's obviously unwell. You mustn't leave a young animal in this condition without having him looked at by vet. If he can't keep his balance he's obviously in distress and you need to get treatment for him or he could die.

It might be something that can be easily treated but if you neglect to help him, he'll deteriorate and he's obviously suffering now.

He's very young, very vulnerable and totally dependant upon you for his well being. Please get him to a vet and treated straight away because the little animal needs your help to survive. I hope he's OK soon.

This sounds like a neurological issue. Has the puppy been dropped or god forbid hit in anyway? It might be something he was born with. Definetly get him to your vet.
