A Flat File Database is basically a process through which a database model is encoded as a plain text file. It is actually a plain text or binary file that consists of one record in each line. The single fields in each record can be separated through delimiters.
The most common example of flat files are /etc/passwd and /etc/group on Unix-like operating systems.
