Why shouldn't you? 13 is an acceptable age to be spanked, actually any age is an acceptable age to be spanked. If you think she truly deserves a spanking, than spank her. She will cry a little and you will feel uncomfortable for a little while as well most likely, but if spanking is the punishment that will make her listen to you more and she truly deserves a spanking, than by all means just spank her because in no way is spanking against the laws.
