    It depends on the environment each is placed in.  One has to add energy to sodium atoms to generate free, gaseous sodium ions; in the gas phase sodium atoms are less reactive.  But the usual answer is that sodium atoms are more reactive because sodium ions are found surrounded by anions such as chloride or water, which stabilize the sodium ion, while sodium atoms are not stabilized nearly as well when surrounded by metal atoms, and sodium atoms react with most other surroundings to make products with stabilized sodium ions.
