    Council Tax levels imposed by Brighton and Hove City Council have each year since 1997 exceeded the level of inflation.

    The Labour-dominated council has incurred the wrath of the local Conservative councillors who have pledged to keep Council Tax rises to below the rate of inflation for their four year spell of office once they take control of the council. The Conservatives have lambasted the local authority for 'clobbering' people on lower incomes with above inflation rises in Council Tax.

    Greens in the Brighton and Hove area, meanwhile, have expressed concern that HIV/AIDS sufferers are being hit by a cut in local NHS budgets which the Green Party claims equates to 30 per cent over three years if inflation is included. Spending on HIV/AIDS services in the city has fallen from £437,000 in 2002/03 to £307,380 for this financial year (2006/7).

    According to a recent International HIV conference in Toronto, Brighton and Hove has the highest level of HIV infection in the UK.
