A pound is a mass unit and a quart is a volume unit. A pound is equal to 16 ounces and a quart is equal to 32 ounces so there is only one half of a quart in a pound. Five pounds of sugar will be equal to 2.5 quart. The five pounds of floor will also be equal to 2.5 quarts.

You can also get the same answer by dividing pounds from gallons by 6.084 and then converting to quarts.

US all purpose flour has a density of 4.5 cups per pound (it is ground finer and is therefore incorporates more air space. That means 5 pounds of flour could take a gallon size container and then you would need to pack it some.
Granulated sugar has a density of 2.4 cups per pound. Therefore 5 pounds = 10 cups or 2.5 quart container

A pound of flour has a density of 4.5 cups per pound or a total of 22.5 cups (a little over 5 quarts). You would be lucky to pack it into a gallon container. Sugar has a density of 2.4 cups per pound and 5 pounds could fit into a 2.5 quart container.
