Getting married in Italy is more complicated than it can be in most places.
If you are an Italain citizen and a resident in a town, you would go to your local comune, and apply for a marriage certificate, following which the comune is obliged to publish your intention to marry publically on the notice board for a period of time, should there be no objections.
You then are given a date and the mayor or ass mayor or an official will do the formalities, once the paperwork has been drawn up by someone in the comune. This whole process can take about six months, since they already have your "stato di famiglia".
If you are not an Italian, or a resident things get a little more complex and you have to apply for a special licence outside of Italy at your consulate or embassy.
Lets look at the case that you are a non Italian living in Italy.
You must provide your permesso*residence permit* and also be a resident in the comune you are applying to, well at least one of you must be. Then you need to provide a "nulla osta" from your country of nationality, to prove you are single. This will have to be applied for from your consulate and takes months.
Then when you have that, you need a copy of your birth cert, residence permit in Italy,passport and parents certificates.
You fill in all the forms and then go through the same process as mentioned above.
Most Italians are Catholic and therefore are married in the Catholic church involving a different process altogether, the licence is still obtained, but the priest will only agree to perform this if you were christened and attended confirmation in his church, or will ask you to get this certificates from your church.
Italians move home very rarely, so this isnt as ridiculous as it sounds, since they have probably been living in the same place for life. Providing he has a date to give you and you pay him a donation, the whole thing takes place eventually. The church will not marry divorced people as they do not acknowledge the divorce, and consider the person to be adulterous.
The Italian legal system has only recently allowed and recognised divorce.
