To fairly assess an acting performance, one must have a clear criteria outlined in advance and the person taking the assessment must be aware of that criteria long in advance because one cannot be expected to be assessed without understanding on which area they should be concentrated in their preparation for the examination.

An assessment on acting should definitely include physical areas such as use of the body or movement and voice, speech, diction and articulation. You should also have a section on the actors ability to play the moment, which means how they deal with the situation they are in, rather than simply replicating what they did in rehearsal regardless of what happens. They should also be assessed on how they react and work with the other person on stage, do they respond to the other person or like above, do the simply do what they did in rehearsal which makes no sense because they have a human being in front of them to work with.
